My Comment: After denying the existence of such proposals, Azerbaijani FM confessed that proposals were made in St. Petersburg claiming that "in St. Petersburg the sides were presented with usual working proposals that are made often". However, it criticized it by saying "these working proposals were prepared by one party only without following the Minsk Group format". At the same time, Azerbaijani FM tries to show it is committed to the documents submitted by the OSCE Minsk Group co-chairs, which it often criticizes as "pro-Armenian"!
It is obvious to all, which party in the conflict tries to hinder the peaceful settlement of the Conflict, also by repeating statements that it would resort to force to resolve it.
